Image > Canvas size > these settings:
Width same as image now
Height add 120
Top 0
Bottom 120
Left & Right 0

Using your mover tool move the "bottom" down to the bottom of the image.

Duplicate the "top" layer and rename it "reflect".

Image > Flip.

Using your mover tool move it up to the bottom of your top, overlap it just a little bit.  I have turned down the opacity on the reflect layer.

Selections > Select all.

Selections > Float.

Selections > Defloat.

Add a new raster layer and name it "water".

Selections > Load/Save selection > Save to Alpha channel > Name it water > Save.

Set your foreground fill to gradient with these settings:
mqc Sea
Linear
Angle & Repeats 0
Invert checked (dark starting at top)

Flood fill the selection on the water layer with the gradient.

Duplicate the water layer and name it "wave".

Effects > Plugins > Almethara > A Puddle > these settings:
Pond
Reflection 0
Displacement 20
Lighting strength 45
Perspective 3
Scale 3

Duplicate the wave layer.

Adjust > Blur > Motion blur > direction 90 & strength 80-100% > ok.

Adjust > Blur > Motion blur > direction 275 & strength 80-100% > ok.

Activate the "reflect" layer.

Adjust > Blur > Gaussian > 3-5 > ok.

Selections > Select none.

Lower the opacity of the "reflect" layer to 40.

Layers > Arrange > Bring to top.

Lower the opacity of the "wave" layer to 30.

So now your layers should be in this order:

reflect
copy of wave
wave
water
top
bottom
layer 1
