Add a new layer.

Set your gradient at:
Chrome2
Sunburst
Horizontal & Vertical 50
Repeats 0

Using your selection tool at the same settings draw a circle about 15 x 15.

Flood fill with the gradient.

Selections > Select none.

Effects > 3D Effects > Drop Shadow > these settings:
Vertical & Horizontal 0
Opacity 75
Blur 5.9
Color black

Add a new layer.

View > Zoom in by 1.

Set your foreground Styles box to a medium gray (I used #404040) and your background to null.

Set your draw tool at:
Single line
Width 2
Antialias checked
Normal line style

Draw a line about 10 pixels long either vertically or horizontally in the center of the screw.

Effects > 3D Effects > Drop Shadow > these settings:
Vertical & Horizontal 1
Opacity 100
Blur 1
Color white

Turn off your plaque layer.  Activate one of the other two layers (one should be the screw and the other the little line).

Layers > Merge > Merge visible.

Right click on this new merged layer and duplicate it 3 times.

Using your mover tool, move the screws into place - wherever you wish.

Layers > Merge > Merge visible.

Now your plaque is ready for decoration.

Save with a background to your liking as a .gif or .jpg.

The left one was colorized with the Variations filter and the right one was colorized with the Manual Color Correction feature of PSP7.
