For this tutorial you
will need:
PSP 7 ~ download a
trial version.
Simple's Filter ~ download
here.
Mirror Rave Filter ~ download here.
Blue Variant gradient ~
download here.
(Unzip into your PSP gradient folder
or use a gradient of your own.)
Open a new image:
200 x 200 pixels
Transparent
16.7 Million colors
Set your foreground
Styles box to the Blue Variant gradient.
To set the gradient click
on the small black arrow and then choose the gradient icon.

Now click on the Styles
box and you will get a pop up box.
Click on the arrow bar next to the preview box and find the gradient.
Now set the gradient to Angle 45, Repeats 3 and Style to Linear.

Flood fill your graphic with
the gradient.
Effects > Plug-in
Filters > Mirror Rave > Quadrant Flip > these settings:
Upper Left 133
Upper Right 120
Lower Left 125
Lower Right 122

Effects > Geometric
Effects > Curly Qs > these settings:
Columns 8
Rows 8
Symmetric checked
Size 100
Strength 30
Counterclockwise selected

Effects > Reflection
Effects > Rotating Mirror > these settings:
Horizontal -74
Vertical 66
Rotation 80

(Click for a larger view.)
Effects > Plug-in
Filters > Simple > 4 Way Average.
Here is your tile.

Stop here or soften in a bit more by
taking it one more step.
Effects > Plug-in
Filters > Simple > Quick Tile > Apply.
