you will need:
Open a new image: Set the foreground to null and the background to black solid. Select your text

Selector tool, Right click on the
vector layer in the Layer Palette and convert to raster. Add a new raster layer and name it color fill. Flood fill the selection with a bright color, I am using #5AF8F6. Add a new raster layer and name it shadow. Selections > Modify > Expand > 1 > ok. Flood fill the selection with black. Selections > Select none. Move the text layer to the top of the Layer Palette. Move the color fill layer so that it is the middle layer. So now our Layer
Palette should be: Turn off the text layer by clicking on the little glasses of that layer. Take your mover tool and move the fill layer about 4 pixels down and 4 pixels to the right. Watch the numbers in the bottom right corner of your PSP window. Turn off the color fill layer by clicking on the little glasses of that layer. With your mover tool again move the shadow layer about 7 pixels down and 7 pixels to the right. Right click on the shadow layer and duplicate. Activate the shadow layer again. Adjust > Blur > Gaussian Blur > 2 > ok. Right click on any layer and Merge > Merge visible. Save your text with the background of your choice.
