Layers > Merge > Merge visible.
Image > Canvas Size > these settings:
New width 250
New height 600
Center image horizontally checked
Center image vertically UNchecked
Top 0
Bottom 275
Add a new layer.
Set your foreground color to #165816.
Set your background color to #C7E5C7.
Set your Styles boxes as foreground to solid and background to null.
Select your draw 
tool and set at:
Bezier Curve
Width 8
Basic line
Antialias checked
Place your cursor at 125,205 and click and drag to 125,590.
Click once on the right side towards the top and once on the left side down towards the bottom.
You should have something like
this:
