Your layers should be similar to this:
On the main image layer select the center and flood fill 
with the dusky gradient.
Open your Eye Candy 4000 > Bevel Boss with the following settings:
(On the Bevel Profile tab select "button")
Selections > Select None.
With your Magic Wand select the last of the white areas.
Selections > Float
Add a new layer under the floating selection on the layer palette, click on the floating selection layer.
Flood fill with the same gradient.
Eye Candy 4000 > Bevel Boss with the same settings.
Selections > Select None.
Play with the opacity of the different layers - mainly the multiglass layer.
Turn off your points and background layer.
Layers > Merge > Merge Visible.
Add a new layer above your background layer and the main image.
Draw a black circle with shapes tool, 344 round.
