For this tutorial you will need:
PSP 7 ~ download a trial version.
*Optional Bones font ~ download here.

Open a new image:
400 x 300 pixels
(Or any size to fit what you want to glow.)
Transparent
16.7 Million colors

Flood fill your image with black.

Add a new layer.

Select your text tool.

Set your foreground to null and set background to a bright green, I am using #40FF40.

Click inside your graphic to open up the text box.

Set to Floating on the bottom of your text box.

Using a nice fat font type BOO!.

Click ok.

Selections > Defloat.

Add a new layer.

Flood fill the selection with a bright yellow, I am using #FFFF40.

Select none.

Layers > Arrange > Move down.

Effects > Blur > Gaussian Blur > 15.00 > ok.

Activate you green text layer.

Effects > 3D Effects > Drop shadow > these settings:
Vertical & Horizontal 2
Opacity 50
Blur 2
Color black

All done!
