For this tutorial you will need:

PSP 7 ~ download a trial version.
Sinedots II Filter ~ download here.
Tutorial zip file ~ download here.

The zip file includes:
golden gradient - place in your gradients folder in PSP
Sinedots preset - place in the same folder as your Sinedots II filter. 

Open a new graphic 500 x 500:

I have flood filled my first layer with black so it is easier to see the work, you may want to do this also.

Add a new layer and name wing 1.

Effects > Plug-In Effects > Dragonfly > Sinedots II > the butterfly settings:

To find the butterfly preset, click the open button at the bottom and you will get a pop-up box where you can find the preset Sinedots2_butterfly.cfg.

Click ok and this is what you should have.

Selections > Select all

Selections > Float

Set your Styles boxes:

Foreground box to the golden gradient.

Background box to null.

Flood fill your wing 1.

Selections > Select none.
