For this tutorial you will need:

PSP 7 ~ download a trial version.
Eye Candy 4000 (preferred) ~ trial version does not work for this.
Eye Candy 4000 Glass Preset ~ download here.
or Eye Candy 3 ~ download a full version here or here.
XenoFex 1.1 ~ download the trial version.
 

Open a new image:
200 x 400 pixels
Transparent
16.7 Million colors

My first layer is filled with a solid color for ease of viewing.

Add a new layer.

Set your color foreground to white and your background to null.

Choose your draw tool.

In the Tool Options box set to:

Single line
Width 8
Antialias checked

Now click on Custom so we can make a new line style.

Click on the arrow button next to the First cap preview.  Select the round style.  Now click on the size button and set the size to 1.00 and Link axes checked, click ok.  Repeat for the Last cap.  Click on Save as new and name this line Bullet.

Draw a single line for your lollypop stick.

Place your cursor at 100,150 and draw down to 100, 385.

Effects > 3D Effects > Inner Bevel > these settings:

Click ok.
