Add a new layer
Set your background #C00000 and your foreground to null.
Using your Shapes tool set at:
Ellipse
Antialias checked
Create as vector checked
Line width 1
Hold down your shift key while you draw and it will be an even circle.
Draw it about 125 in size.
Convert this layer to a raster layer.
Selections > Select all.
Selections > Float.
Effects > Eye Candy 4000 > Glass > lollypop preset.
