Add a new layer.
Set your foreground to white and your background to null.
Using your shape tool at these settings:
Ellipse
Antialias checked
Create as vector UNchecked
Line width 3
Draw a circle inside the red area. It does not have to be perfectly placed. Just use your mover tool to place it after it is drawn.

Effects > Blur > Gaussian blur > Radius 7 > click ok.

Turn off your background and stick layers.
Layers > Merge > Merge visible.
Lower the opacity of this layer to 80%.
Right click on this layer and choose Duplictate.
Drag the duplicated layer below the stick layer and the lower the opacity to 70%.
Turn off the background layer.
Layers > Merge > Merge visible.
