For this tutorial you will need:
PSP 7 ~ download a trial version.
Simple's Filter ~ download here.
Neu Filters ~ download here.

Step 1
Open a new image:
200 x 200 pixels
Transparent
16.7 Million colors

Step 2
Flood fill your graphic with white.

Step 3
Effects > Plug-in Filters > Neu > Im Gluck > these settings:
Random 1 68
Random 2 93
Zoom 55
Spokes 11
Preserve 0
Absolute 0

Click ok.

Step 4
Add a new layer.

Flood fill this layer with a color of choice, I used pink (#FF9999).

Step 5
Masks > New > From Image >
Source luminance checked
Invert mask data unchecked

Click ok.

Step 6

Masks > delete.

You will be asked "Would you like this mask merged into the current layer?", click yes.

Layers > Merge > Merge Visible.

Step 7

Effects > Plug-in Filters > Simple > Quick Tile.

All done.

Let's try this masking technique with other filters that produce a black and white image.

Repeat steps 1 & 2, now instead of Gluck for step 3 use Harry's Rasperry:

Effects > Plug-in Filters > Harry's Filters > these settings:

First drop down - Patterns
Second drop down - Rasperry
NW Corner 29
SE Corner 114
NE Corner 18
SW Corner 76
Red, Green & Blue 0

Click ok

Now repeat steps 4 through 6.

Finish off with 4 Way Average.

Effects > Plug-in Filters > Simple > 4 Way Average.

Ok let's do one more.

Repeat steps 1 & 2, now instead of Gluck for step 3 use VM's Holiday in Egypt.

Effects > Plug-in Filters > ScreenWorks > Aged Mosaic.

Now repeat steps 4 through 6.

Finish off with Simple's Pizza Slice Mirror.

Effects > Plug-in Filters > Simple > Pizza Slice Mirror.
