For this tutorial you will need:
PSP 7 ~ download a trial version.
Simple's Filter ~ download here.

Landscape Rocks pattern ~ download it here.
( You may already have it, if not download then unzip into your PSP7 Patterns folder.)

Open a new image:
200 x 200 pixels
Transparent
16.7 Million colors

Set your foreground Styles box to pattern.
(Click on the small black arrow and choose pattern.)

Now pick a pattern by clicking on the arrow bar next to the preview window, I have chosen Landscape Rocks to work with.  Set scale at 100% and angle 0.

Flood fill your image.

Effects > Geometric Effects > Pixelate > these settings:

Block width 10
Block height 10
Symmetric checked

Effects > Reflection Effects > Kaleidoscope > these settings:

Horizontal offset -17
Vertical offset -9
Rotation angle 86
Scale factor 6
Number of petals 10
Number of orbits 0
Radial suction 100

Effects > Geometric Effects > Pixelate > same settings.

Effects > Plug-in Filters > Simple > 4 Way Average.

Effects > Sharpen > Unsharp Mask > these settings:

Radius 3.00
Strength 100
Clipping 6
