For this tutorial you
will need:
PSP 7 ~ download a
trial version.
Open a new image:
400 x 400 pixels
Transparent
16.7 Million colors
Set your background to a medium color and your foreground to a color that is
darker. I used reds, #C00000 & #800000.
(You could also set your background to a pattern fill if you
wish. Then set your foreground color to one that complements your
pattern.)

Select your shapes
tool and set at:
Triangle
Line width 1
Antialias checked

Draw a tall triangle.

Add a new layer.
Set your shapes
tool to:
Ellipse
Line width 1
Antialias checked

Draw the bottom opening of the hat by making a skinny ellipse as wide
as the bottom of your triangle.

Using your mover
tool move the ellipse up a bit.

Selections > Select all.
Selections > Float.
Effects > 3D Effects > Cutout > these settings:
Vertical & Horizontal 11
Opacity 31
Blur 18.8
Color #400000 (or one that goes with your hat color)

Effects > Noise > Add > 2-3% and Uniform checked.
Selections > Select none.
Activate the triangle layer.
Selections > Select all.
Selections > Float.
Effects > 3D Effects > Cutout > these settings:
Vertical & Horizontal 23
Opacity 31
Blur 46.3
Color same
