Activate the guide image.

Click copy .

Activate your clock image.

Edit > Paste > As new layer.

Rename this layer guide.

Now we are going to add the numbers.  The steps for each number are the same so I will give short directions after the first one.

Add a new layer name it 1.

Set your foreground to null and your background should still be the bright color.

Use your text tool set at a small simple text type a "1".  These are the settings I used:
Arial
Size 14
Floating & Antialias
