For this tutorial you will need:
Paint Shop Pro  ~ download a trial version.
Eye Candy 4000 ~ the demo version will not work for this.

PT Banana Split font ~ download here, unzip and open on your desktop.

Open a new image:
500 x 150 pixels
Transparent
16.7 Million colors

File > Save as > retrotext.psp

Be sure to hit your save button on a regular basis!

Set the foreground style box to solid fill with a bright color, I am using #B93FD3.  Set your background style box to solid fill with a contrasting bright color, I am using #FFEB43. 

Select your text tool.  In your tools option box set the line width to 2.

Click in your image.

These are the settings I used:
PT Banana Split
Bold
Size 72
Vector selected
Antialias checked

I typed Funky.

Once the text is placed grab the corner of the formation box and pull the text out to fill the image better.

Objects > Align > Center in Canvas.

Grab your object selector tool.

Right click on the text and create raster selection.  Rename this layer "1".

In your layer palette right click on the vector layer and convert to raster.

Selections > Modify > Contract > 3 > ok.

Duplicate your original layer twice.  Rename each layer - "2" and "3".

Activate the 1 layer.

Effects > Plug-in filters > Eye Candy 4000 > Water Drops > these settings:
Drop size 40.0
Coverage 100
Edge Darkening 0
Opacity 100
Tinting 0
Refraction 0
Liquid color #B93FD3 (same as your text outline)
Round drops checked
On the lighting tab - 
Highlight brightness & size 0

Activate the 2 layer.

Effects > Plug-in filters > Eye Candy 4000 > Water Drops > same settings but this time click the random seed button.

Activate the 3 layer.

Effects > Plug-in filters > Eye Candy 4000 > Water Drops > same settings but this time click the random seed button.

Selections > Select none.

File > Jasc Products > Animation Shop.

In PSP, Activate the 1 layer.

Edit > Copy.

In Animation Shop (AS), Edit > Paste > As a new animation.

In PSP, activate the 2 layer.

Edit > Copy.

In AS, Edit > Paste > After current frame.

In PSP, activate the 3 layer.

Edit > Copy.

In AS, Edit > Paste > After current frame.

Edit > Select all.

Animation > Frame properties > Display time > 25 > ok.

View > Animation.

Play with the frame timing if you wish and then save your text!
