Part Two

Add a new layer.

View > Zoom in by 1.

Set your foreground to #EAE0DA and your background to null.

Choose your draw tool.  Set it at Point to Point, Width 1, Antialias checked.

In the drop down menu choose #5 Dashed then click on the Custom button.

You will get a pop-up box like this:

Add Dash will be set at 24, change this number to 4.  Click on Save as New and name this line.  I named mine Small Dashed.  Now your Tool Options box should look like this:
