Open your image
in PSP.
Image > Resize >
Pixel Size height & width 150
All layers Checked
Maintain aspect ratio UNchecked.
Set your background color
to a light color of choice.
(For the above picture I chose #C69E42.)
Image > Add Borders

Symmetric checked
8 in all boxes
Set your background color to a
dark color of choice.
(For the above picture I chose #A64329.)
Image > Add Borders
