Effects > Plug-in Filters > Flaming Pear > Blade Pro > hubcap preset.

Click ok.

Selections > Select None.

Turn off the text layer.

Layers > Merge > Merge Visible.

Turn the text layer back on.

Activate the tire layer.

Effects > Geometric Effects > Skew > these settings:

Click ok.

Choose your retouch tool and Choose soften with these settings:

View > Zoom in by 1.

Soften around the outer edge of the tire.

Right click on your tire layer and choose duplicate.

Choose your mover  tool and move the text to about where shown here:

Now move the tires also.

Layers > Merge > Merge Visible.

Effects > Plug-in Filters > Eye Candy > Motion Trail > these settings:

EC3

Click the check mark or ok.

Finish off as a .gif or .jpg.

All done!
