For this tutorial
you will need:
Paint Shop Pro 8 ~ download
a trial version.
An image of your choice or you can use the same image I am using.
(Right-click and Copy, then in PSP Paste as a new image.)

Shift+D to make a
copy of your image, close the original.
Resize to a
desired size, I will resize my image to 500 on the width, aspect ratio
checked.
Image > Add
border > these settings:
Pixels
Size 1
Symmetric checked
Color - a light color from your image, I am using #FFE9C7.
Image > Add
border > these settings:
Pixels
Size 5
Symmetric checked
Color - a dark color from your image, I am using #744224.
Set your magic
wand at:
Tolerance 0
Feather 0
Anti-alias checked
Click inside the
dark border.
Selections >
Invert.
Effects > 3D
effects > Cutout > these settings:
Horizontal & Vertical 0
Opacity 100
Blur 25
Shadow color black or very dark brown
Selections >
Select none.
Image > Add
border > these settings:
Pixels
Size 25
Symmetric checked
Color - white
With your magic
wand click inside the white border.
Effects >
Reflection effects > Kaleidoscope > these settings:
Horizontal offset -90
Vertical offset -12
Rotation angle 156
Scale factor 56
Number of petals 17
Number of orbits 1
Radial suction 55
Edge mode Reflect
Effects >
Distortion effects > Wave > these settings:
Horizontal Amplitude 2
Horizontal Wavelength 13
