For this tutorial you will need:
Paint Shop Pro  ~ download a trial version.
Alien Skin Eye Candy5 Textures ~ download the demo here.
EC5 Texture preset ~ download here and unzip into an easy find place, like your desktop.
PSP Textures ~ download here, unzip into the PSP textures folder.

Open the image of choice or right click the image below, copy, then paste as a new image in PSP.

Shift+D to duplicate the image.  Close the original.

In your layer palette right click on the background layer and duplicate.

Effects > Art Media effects . Brush Strokes > watercolor preset:
Softness 20
Bristles 256
Width 6
Opacity 0
Length 15
Density 26
Angle 311
Color black

lower the opacity of this layer to 80.

Activate the bottom layer.

Effects > Texture Effects > Texture > these settings:
Carpet
Size 40%
Smoothness 8
Depth 6
Ambience 60
Shininess 0
Color white
Angle 318
Intensity 32
Elevation 34

Image > Add Borders > these settings:
Pixels
Color medium choice from image, I am using #3F4131, make note of this color for later use.
1 symmetric

Image > Add Borders > these settings:
Pixels
Color light choice from image, I am using #C6C5CC, make note of this color for later use.
10 symmetric

Select your magic wand and set to 0 Tolerance, 0 Feather and Anti-alias unchecked.

Click inside the light border.

Selections > Invert.

Effects > 3D Effects > Cutout > these settings:
Horizontal & Vertical 0
Opacity 100
Blur 25
Shadow color black

Selections > Invert.

Effects > Texture Effects > Texture > these settings:
Crisscross
Size 40%
Smoothness 6
Depth 6
Ambience 45
Shininess 0
Color white
Angle 318
Intensity 32
Elevation 34

Add a new raster layer.

Effects > 3D Effects > Drop Shadow > these settings:
Horizontal & Vertical 2
Opacity 100
Blur 1
Shadow color black

Effects > 3D Effects > Drop Shadow > these settings:
Horizontal & Vertical -2
Opacity 100
Blur 1
Shadow color white

Selections > Select none.

Image > Add Borders (may be prompted to merge layers-yes) > these settings:
Pixels
Color medium choice from image, I am using #3F4131.
10 symmetric

Select your magic wand and click inside the medium border.

Selections > Invert.

Effects > 3D Effects > Cutout > these settings:
Horizontal & Vertical 0
Opacity 100
Blur 5
Shadow color black

Selections > Invert.

Effects > Texture Effects > Texture > same settings.

Add a new raster layer.

Effects > 3D Effects > Drop Shadow > these settings:
Horizontal & Vertical -2
Opacity 100
Blur 1
Shadow color white

Effects > 3D Effects > Drop Shadow > these settings:
Horizontal & Vertical 2
Opacity 100
Blur 1
Shadow color black

Selections > Select none.

Select your magic wand and click inside the white border.

Selections > Invert.

Effects > 3D Effects > Cutout > these settings:

Opacity 100

Selections > Invert.

Effects > Plugins > Alien Skin Eye Candy5 Textures > Settings tab, user settings, ww-matboard preset.
(You need to import the presets... Open the program, click on the Manage button in the Settings tab.  Click the Import button, find the unzipped preset, highlight it, click open.  It will import the preset, click close then apply the preset.)

Effects > 3D effects > Inner bevel > Frame preset.

Selections . Select none.

Your image is ready for use.
