For
this tutorial you will need:
Paint Shop Pro 8 ~ download
a trial version.
Open
a new image:
24 x 13 pixels
Transparent
Raster background
16.7 Million colors
Set your foreground to solid red and your background to solid white.
View > Zoom > In by 5 steps. Repeat.
Set your paint brush tool to:
Size 1
Hardness 100
Step 1
Density 100
Thickness 100
Rotation 0
Opacity 100
Starting at the bottom and working up, paint a red stripe that is 1 pixel
high by 24 pixels long.
On top of the red stripe paint a white one, again 1 pixel high and 24 pixels
long.
(You can toggle your colors by clicking on the Swap Materials arrow or use the
right mouse button.)
Repeat until you have 6 stripes, ending with a white stripe.

Starting with red again, on top of the white stripe, starting on the right
side, paint a stripe that is 1 pixel high and 14 pixels long.
On top of the red stripe paint a white one, again 1 pixel high and 14 pixels
long.
Repeat until you have stripes going all the way to the top. The top
stripe should be red.

Set your foreground to blue.
Fill in the vacant area with the blue. It should be 10 pixels wide and
7 high.

Now it is time for the stars.
Unfortunately we can't fit 50 stars on the blue field of this flag but when
it is so tiny it won't be obvious that not all are there.
With the white create a checker board.
I did 4 across with space between each. Then the next row down is
staggered to the right.

Now your flag is complete.
You may want to save your flag as a separate image.
Let's move on to the pole.
