Image > Canvas size > Width 40, Height 100.

Set your foreground to a dark gold, I am using #C5B162.

Set your background to a bright gold, I am using #FCF293.

Add a new raster layer.

With the dark gold paint a vertical line that is 1 pixel wide and 90 pixels high.

Repeat with the bright gold on the right side of the dark gold line.

Add a new raster layer.

Paint a block that is 2 pixels wide and 2 pixel high with the bright gold.

Now edge it with the dark gold.

Move the ball to the top of the pole.

Add a new raster layer.

Set your foreground to a medium green, I am using #008000.

Paint an outline for your grass hill.

With your magic wand set at 0 tolerance and anti-alias unchecked, click inside the outline and fill with a light green, I am using #E1FFE1.

Selections > Float.

Effects > 3D effects > Cutout > these settings:
Horizontal & Vertical 0
Opacity 100
Blur10
Color same as the outline

Selections > Select none.

With your medium green add some detail to your grass hill, below is how I did it.

Make sure all your pieces are positioned where you want.

For the static image, right click on any of the layers in your layer palette and Merge > Merge visible.
(Don't merge the layers if you want to animate the flag.)

Now your image is ready for use.
