Frame Inset

Image > Add borders > these settings:
Pixels
Symmectric 15
White

Select the white border with the magic wand

Fill the selection with the neutral sand tile - should be with the right mouse button.

Effects > 3D effects > Cutout > these settings:
Horizontal & Vertical 0
Opacity 100
Blur 10.0
Color black
Fill UNchecked

Image > Add borders > these settings:
Pixels
Symmectric 1
Black

 

Frame Bead 4

Image > Add borders > these settings:

Symmectric 5
White

Select the white border with the magic wand

Fill the selection with the warm sand tile - should be with the left mouse button.

Effects > 3D Effects > Inner Bevel > same settings.

Selections > Select none.

Image > Add borders > these settings:

Frame Distressing

Selections > Select all.

Selections > Modify > Contract > 50 > ok.

Selections > Invert.

Add a new raster layer.

Select your fill tool.

Set your foreground to:
Pattern
White crackle
Angle 0
Scale 100

Fill the selection with the crackle.
(You may not see a lot of difference.)

Set your foreground to:
Pattern
White crackle
Angle 45
Scale 75

And fill the selection with the crackle again.

Selections > Select none.

In the layer palette set the blend mode of the Raster 1 layer to either Multiply or Difference, depending on the look you want.

In the layer palette right click on either layer and Merge > Merge all.

Save in your choice of format.
