For this
tutorial you will need:
Paint Shop Pro ~ download
a trial version.
A font of choice, I am using a Twilight Zone font but I do not
know if it is a freeware font so I will not be offering it for
download.

Hold down

to the right, drawing a circle that is about 250 pixels.

In your
layer palette right click on the vector layer > Convert to
Raster Layer.

Right

circle on it.
Starting
with the top rename each layer 1 through 8.

Activate
layer 1.
Add a new
raster layer.
Activate
your text tool.
Set your
text for what you want your tag to say.

You may want to do
your text in a bold color, use the inner bevel and/or add a drop
shadow. This would help your text to stand out from the
image.
Now you need to
duplicate your text layer seven times.
You can do this by either right clicking on the text layer and
choosing duplicate or by activating the layer you want to
duplicate and clicking on the Duplicate Layer button at the top
of your layer palette. I have outlined the button in green
to show you.

Now you need to
merge the text layers with the circle layers.
