For this tutorial you will need:
PSP 7 ~ download a trial version.
Simple's Filter ~ download here.

Open a new image:
200 x 200 pixels
Transparent
16.7 Million colors

Set your foreground to null and your background to a dark color, I am using #800000.

Choose you Shape tool and set at rectangle everything unchecked, line width 1.

Start with your cursor at 0,0 and draw to 100,100 - you will have a 100x100 square at the top left of your image.

Effects > Texture Effects > Blinds > these settings:
Width 6
Opacity 38
Color white
Horizontal & Light from left/top checked

Right click on this layer in your Layer Palette and duplicate.

Image > Rotate > 90 to the right.
(Make sure All Layers is UNchecked.)

Now use your Mover tool and move the duplicated square to the right.

Right click on either of the layers and Merge > Merge Visible.

Right click on the merged layer and duplicate.

Image > Flip.

Image > Mirror.

Right click on either of the layers and Merge > Merge Visible.

Effects > Geometric Effects > Twirl > 150.

Effects > Plug-in Filters > Simple > Quick Tile > Apply.
